The official opening of the "Gheorghe Șincai" Bihor County Library, modernized as part of a Bihor County Council project funded by the National Recovery and Resilience Plan (PNRR), took place on September 2, 2025. The event's theme was "From Vision to Concrete Reality. The Chronicle of a Successful Project: 30 Libraries in Bihor County Become Digital Skills Development Hubs."
The event was organized by Softlink Central Europe in partnership with the Bihor County Council and the "Gheorghe Șincai" Bihor County Library. It also marked the opening of the ABR 2025 National Conference, which ran from September 3-5.

A guided tour of the Bihor County Library, including a presentation of the facilities implemented and live demonstrations

The workshop "The Essential Ingredients of a Successful Project" - a guide to best practices for local administration decision-makers, managers, department heads, and IT specialists in libraries. Presentations were given by specialists from the Bihor County Council, the World Bank in Romania, the Ministry of Economy, Digitalization, Entrepreneurship, and Tourism, as well as representatives from companies that provide specialized solutions and technologies for libraries.
To create a memorable experience, an energetic atmosphere, and facilitate participant interaction, the program included informal discussions, a buffet, coffee and wine tasting, and high-quality music.
